ROMConsole respects copyright owners and rights holders. This policy explains how copyright complaints are handled and how ROMConsole’s local-file system works.
ROMConsole is not a ROM download service, ROM hosting service, ROM sharing service, BIOS provider, file-sharing platform, or public ROM archive. ROMConsole does not provide, sell, upload, host, store, stream, link to, or distribute ROM files, BIOS files, copyrighted game files, commercial game downloads, or third-party copyrighted games.
Local ROM Use From a Player’s Own Device
When a player opens a local ROM file, the file is selected from that player’s own device. The file is read locally by the player’s browser for the purpose of opening it in the browser-based player.
A locally selected ROM file is not uploaded to the ROMConsole server, is not stored on the ROMConsole server, is not temporarily cached on the ROMConsole server, is not streamed from the ROMConsole server, is not made public, and is not made available for other users to download.
ROMConsole may store account and gameplay-related records connected to a local file. These records may include metadata such as a display title, original filename, file extension, file size, platform/console type, SHA-256 file hash, save data, autosave data, achievement records, statistics, leaderboard records, and private library references.
These records are not ROM files. They are not copies of the game. They do not contain the ROM file itself. They are used only to support platform features such as recognising the same local file again, matching the player’s own save data, preventing duplicate private library entries, restoring compatible save data, tracking player statistics, and supporting account features.
The SHA-256 hash is used as a technical identifier to recognise when the same local file is selected again by the same player. The hash cannot be used by ROMConsole to recreate, download, reverse-engineer, or distribute the original ROM file.
Private Local Files Are Not Public Hosted Content
Private local ROM use is different from public hosted content.
A private local ROM file remains on the player’s own device. Because the file is not uploaded to or stored by the site, the site owner cannot remove the player’s private local file from that player’s device.
However, the site owner may review and remove material that is publicly available through the website or otherwise controlled by the site. This may include public catalogue entries, hosted files, artwork, cover images, screenshots, profile content, forum posts, messages, public game descriptions, uploaded media, or any other public or hosted content that is stored on or displayed through the website.
Public Catalogue and Hosted Content
ROMConsole may include an admin-managed public catalogue feature. Public catalogue content must only be used for files and materials the site owner is legally allowed to publish, such as original games, homebrew games, public-domain games, open-source games, properly licensed games, or content where the site owner has explicit redistribution permission from the rights holder.
The public catalogue must not be used to distribute copyrighted ROM files, BIOS files, commercial games, third-party game files, copyrighted artwork, copyrighted screenshots, copyrighted music, copyrighted logos, or protected assets unless the site owner has the required rights or permission.
ROMConsole does not grant the site owner or any player rights to use third-party games, ROMs, BIOS files, trademarks, artwork, music, characters, screenshots, logos, or copyrighted content.
Player Responsibility
Players are responsible for ensuring that any local file they open is legally permitted for them to use. Players should only open files they created, own the rights to use, have permission to use, or are legally allowed to use, such as lawful homebrew, public-domain, open-source, or properly licensed files.
ROMConsole may display lawful-use notices or confirmation steps, but ROMConsole cannot independently verify the legal status of every private file selected from a user’s own device. Responsibility for a privately selected local file remains with the player who selected it.
Rights Holder Complaints
If you are a copyright owner or authorised rights holder and you believe that material made publicly available through this website infringes your rights, please send a copyright complaint to the site owner or designated copyright contact.
Your complaint should include:
1. Your full legal name and contact details.
2. Confirmation that you are the copyright owner or authorised to act for the copyright owner.
3. Identification of the copyrighted work you believe has been infringed.
4. The exact URL or location of the material on this website that you believe is infringing.
5. A clear description of the material at issue.
6. A statement that you have a good-faith belief that the complained-of use is not authorised by the copyright owner, the copyright owner’s agent, or the law.
7. A statement that the information in your complaint is accurate.
8. A physical or electronic signature.
What the Site Owner Can Review or Remove
The site owner can review and, where appropriate, remove or disable access to material controlled by the website, including:
* public catalogue entries;
* hosted game files;
* hosted artwork or cover images;
* public profile content;
* public forum content;
* public messages or posts;
* public descriptions, titles, screenshots, or media;
* any other hosted or public material controlled by the website.
What the Site Owner Cannot Remove
The site owner cannot remove a private local ROM file from a player’s own device because that file is not uploaded to or stored by the ROMConsole server.
If a complaint relates only to a private file selected locally from a player’s own device, the site owner may review related public records or public behaviour, but cannot delete a file that remains solely on the player’s device.
Complaint Review Process
When a valid complaint identifies public or hosted material controlled by this website, the site owner may remove or disable access to the material while the complaint is reviewed.
The site owner may also suspend, restrict, or terminate accounts that repeatedly upload, publish, promote, or share infringing public material through the website.

ROMConsole is not affiliated with Nintendo, Sega, Sony, Microsoft, console manufacturers, game publishers, trademark owners, or rights holders unless explicitly stated by the relevant rights holder.
All trademarks, game titles, platform names, logos, characters, artwork, and copyrighted works remain the property of their respective owners.
